Before (as in the pre-Evolution of Combat) apart from two handed weapons RS Gold, your only options were to choose a one hand weapon that had an armored shield or an offensive shield slot item like a Defender as well as a God book and so on.

But they were shields in theory. So now you have an extra choice - you can wield a weapon and a shield for extra defensive bonuses (and can use a couple shield only defensive/constitution abilities) or you can dual wield weapons.

Dual wielding is more offensively focused evidently, and is slightly superior to using weapons with two hands as you can gain some capabilities. This is the reason why a majority of people prefer dual crossbows than a 2handed crossbow or bow.

Or using a wand with the shield slot as an offensive weapon (usually orbs like those of Spider Orb) rather than staves (except in some situations when it's best to only risk one of the items). Basically you should view the orb as some sort of sword or crossbow with an off-hand handle even though it's not designed like it's a weapon.

It's the equivalent to the Spider Wand because it has the same tier, and it's the matching off-hand offensive weapon associated with the Spider Wand. The player can cast spells from the off-hand slot since it's an weapon, the same way as having two swords for example you'd be able to take harm with both OSRS Fire Cape Buy.
